X% of Y = Y × X ÷ 100 — use it for discounts and tips (20% of €45 = €9). X is what % of Y = X ÷ Y × 100 — use it for scores and proportions (42 of 60 = 70%). Percentage change = (new − old) ÷ old × 100 — use it for price and metric changes; going from 80 to 100 is a 25% increase, while 100 to 80 is a 20% decrease, which is why the two directions differ.

Why is the % change from 100 to 80 not the same as from 80 to 100?
Percentage change is always relative to the starting value. From 100 to 80 the change is −20/100 = −20%; from 80 to 100 it's +20/80 = +25%.
